I have the honour to soknowledge the receipt of Your

Exoşll@noy's despatch No. 101 of yesterday's date on the subjøot

of the recent derailment of an express train on the canton-

Kowloon Railway.

In reply I would beg leave to state that I do not feel

justified in recommending to His Majesty's Minister the present

adoption of the steps indicated by Your Excellency for the

fellowing reasons.

(1) It would be undesirable, as has been pointed out, at

this junoturg to set an sxample of intervention without good

and sufficient causs being shown.

(2) The derailment was not the result of cencerted

military operations such as at one time mensced the safety

of the ling.

(5) It was carried out by a gang of brigands whe for

mentha past have infested the section wherein the outrage vas

committed and whom the Governor of the Provinos ought to have

hunted down long ago. That, in spite of repeated warnings, be

failed to do so is presumably to be attributed to other

preoccupations arising out of the general political situation.

(4) General Lung is now taking belated but energetic

misasures of repression, and I should prefer to wait the outcome

thereof.

(5) As you are aware, I have held him personally

responsible for the damage done, and it is possible that the

United States Government may instruct their representativs

to claim compensation for the death of one of their citizens.
